State health coverEmployers must provide health insurance in Dubai and Abu Dhabi. Dubai's mandatory minimum is the Essential Benefits Plan, whose 'Annual upper aggregate claims limit' is 'AED 150,000'. Its mental-health line reads 'Coverage up to limit of AED 800/-' for 'Outpatient counselling', with 'Outpatient: 30% coinsurance payable by the insured per visit' -- about AED 560 of cover once coinsurance is taken, which at Dubai consultation rates is roughly two sessions a year. In-patient mental health stays excluded: exclusion 19 reads 'Mental Health diseases (in-patient treatments), unless it is an emergency condition.' This is new cover. The previous Table of Benefits excluded it outright -- 'Mental Health diseases, both outpatient and in-patient treatments, unless it is an emergency condition' -- until 23 July 2024.
