| How healthcare is paid for | Ireland has no universal free GP care. Healthcare is rationed by card, not by residence. A means-tested Medical Card gives free GP visits, most prescription medicines (subject to a small per-item levy), and public hospital services; a GP Visit Card covers GP visits only, not medicines. Everyone else pays the full private fee out of pocket at every GP visit - GPs 'are usually part of the private healthcare system and so you will usually need to pay charges when you see one' (Citizens Information). Statutory in-patient charges in public hospitals were abolished on 17 April 2023: the daily charge for staying in hospital as a public patient no longer applies. However, attending an emergency department WITHOUT a GP referral costs EUR 100 (2026); there is no charge if you bring a GP referral letter, and the charge does not apply to medical card holders. An injury unit costs EUR 75 (2026), also waived with a medical card or GP referral. Private patients of a consultant in a public hospital still pay in-patient charges. | IVF cycles the state covers | One full cycle of IVF or ICSI, fully publicly funded, plus publicly funded IUI. Referrals began September 2023 through six Regional Fertility Hubs attached to public maternity hospital networks; treatment is delivered at a HSE-approved private clinic of the patient's choice. Not means-tested. Access criteria (2026): intending mother aged over 18 and under 41 at the time of referral to the hub; female BMI between 18.5 and 30; male partner over 18 and under 60; trying to conceive for 12 months if the woman is 18-35, or 6 months if 36 or over; both ordinarily resident in Ireland; in a relationship for at least 1 year; referred by a GP or consultant; a maximum of one previous IVF cycle; no previous free HSE IVF; no unused embryos in storage; no voluntary sterilisation. On children: from 30 June 2025 the criteria were widened so couples with one existing child in their relationship can access treatment - the rule is now no more than 1 living child from the current relationship, and at least one partner must have no living children from any other relationship. Excluded: same-sex couples, single people, anyone who cannot use their own eggs or sperm (donor gametes not yet covered), and couples who both have children from other relationships.
