| How healthcare is paid for | Statutory national health insurance, not employer-provided. The National Health Insurance Law 1995 makes access to a defined benefits package a right for every Israeli resident; residents must join one of four competing non-profit health plans (kupot holim: Clalit, Maccabi, Meuhedet, Leumit), none of which may refuse a resident. The benefits package (sal ha'briut) covers hospital care, primary and specialist care, mental health, maternity care and prescription medicines, and is revised annually by the Ministry of Health. Entitlement follows residency, so non-resident migrant workers are outside it — instead, every employer in Israel must provide its foreign employees with private medical insurance under the Foreign Workers Law 5751-1991, whether or not the worker holds a permit.
