How healthcare is paid forTwo-track. Qatari citizens receive free or heavily subsidised public care through Hamad Medical Corporation hospitals and Primary Health Care Corporation health centres. For everyone else, Law No. 22 of 2021 regulating healthcare services made health insurance mandatory: published in the Official Gazette 4 November 2021, in force 4 May 2022, Executive Regulations published 1 September 2022 and effective 2 September 2022, replacing the abandoned 2013 'Seha' scheme. The EMPLOYER/SPONSOR — not the worker — must arrange and pay premiums for basic health insurance for every non-Qatari employee and eligible dependants (spouse and up to three children under 18). Cover may only be bought from an insurer licensed under Qatari law and registered with the Ministry of Public Health; international insurers selling through intermediaries are barred. The basic package contents are set out in Annex 1 to the Executive Regulations. Rollout was phased, visitors first from February 2023, then resident workers. Expatriate residents still hold a separate health card (QAR 100/year for adults) which buys subsidised rates at PHCC and HMC.
