| How healthcare is paid for | Healthcare is delivered by the tax-funded Servico Nacional de Saude (SNS) and is free at the point of use for almost everything. Decreto-Lei n.o 37/2022, de 27 de maio, effective 1 June 2022, abolished taxas moderadoras (user fees) across the whole SNS: its new Article 2 reads 'As prestacoes de saude, cujos encargos sejam suportados pelo orcamento do SNS, implicam o pagamento de taxas moderadoras apenas nos servicos de urgencia hospitalar.' The ONLY charge that remains is attendance at a hospital emergency department, and even that is waived where there was prior referral by the SNS (Linha SNS 24, health centre, INEM) or where the episode results in admission to inpatient care. GP and specialist consultations, prescribed diagnostic tests, surgery and hospital stays carry no taxa moderadora since 2022. | IVF cycles the state covers | The SNS funds up to 3 in-vitro fertilisation (FIV) / ICSI cycles and 3 artificial inseminations per couple (or per woman without a partner). Age conditions: publicly funded FIV/ICSI must be carried out before the woman turns 40; artificial insemination before she turns 42. The separate statutory ceiling for PMA treatment in Portugal generally, including privately, is 50 years of age for the woman. Transfers of cryopreserved embryos do not count towards the 3-cycle limit. (Código do Trabalho art. 238) |
| Adult dental cover | Adult dental care is largely outside the free SNS core. Access runs through the cheque-dentista under the Programa Nacional de Promocao da Saude Oral (PNPSO) - a voucher redeemable with contracted private dentists, worth EUR 45 for prevention, diagnosis and treatment (2023), plus EUR 20 for early oral-cancer screening and EUR 50 for biopsy. It is targeted, not universal: eligible adults are pregnant women followed by the SNS (up to 3 cheques per pregnancy, usable up to 60 days after delivery), older people receiving the Complemento Solidario para Idosos (2 cheques per year), people living with HIV/AIDS (up to 6 cheques, renewable), and users at increased risk of oral cancer; DGS also lists people with certain chronic conditions (diabetes, cancer, cardiac/respiratory disease, renal failure, transplant recipients). Vouchers are now issued automatically and dematerialised. In parallel the SNS is building out Medicina Dentaria in primary care: 150 new dental surgeries in health centres funded with EUR 7.2m from the PRR - coverage is still incomplete, with roughly one in three mainland municipalities having no operating primary-care oral health office as of 2026.
