| How healthcare is paid for | Basic medical insurance covers about 95% of the population, over 1.32 billion people in 2024, through two schemes of markedly different generosity. Urban Employee insurance, which a salaried worker is on, reimburses roughly 84.6% of in-directory inpatient costs. Urban and Rural Resident insurance reimburses about 68.1%, and out-of-pocket spending for those enrollees remains around 45% of their total health expenditure. Rates, deductibles and ceilings are set locally and vary by province and hospital tier. (Regulations on Paid Annual Leave for Employees (2008).) |
| IVF cycles the state covers | Not defined in cycles nationally, but rolled out fast: as of January 2025 all 31 provinces plus the Xinjiang Production and Construction Corps had brought assisted reproduction into their insurance schemes, benefiting over 1 million people by 2024. Reimbursement of 60 to 75% is reported in some regions. What is covered and at what rate is a provincial decision. (Regulations on Paid Annual Leave for Employees (2008).) |
